To encourage new wall materials to replace solid clay bricks and support integrate utility of industrial waste residue, many documents, such as No. 82 of State Council, No. 「1992」66 of the State, No. 「1995」44 of finance and taxation, No. 「1999」72 of the State and No. 「2001」198 of State Administration for Taxation of Treasury Department ratify:
New wall materials will enjoy many preferential policies:
1.As for fundamental construction, building expansion and technology modification program, policy of 0% regulatory tax rate for capital asserts investment will be carried out.
2.Development program of new wall materials can be ranked as stated investment program of fundamental construction of national development bank to enjoy preferential loan.
3.Import duty and value-added tax of the imported equipment and products will be avoided as for development program of new wall materials and introduction of advanced equipment from foreign countries.
4.As for enterprises which make use of a large amount of gangue, slag, coal powder as principle raw materials outside the enterprise, five years’ income tax will be avoided since its management.
5.As for building materials which mix not less than 30% gangue, slag, coal powder and other waste residue in the raw materials, added value tax will be avoided.
6.Units responsible for slagoff should not charge waste residue left by producing new wall materials with any reasons; enterprises that make use of waste residue to produce new wall materials should be supported or provided with allowance under proper condition.
7.Land holding tax will be reduced or avoided for enterprises producing new wall materials in line with practical condition; while land holding tax will be charged for enterprises producing solid clay bricks.
8.As for energy-saving house with application of new wall materials in north China, policy of 0% regulatory tax rate for capital asserts investment will be carried out.
9.Solid clay bricks are forbidden to be used as filler material of the frame in the process of urban construction; solid bricks with MU10 strength grade or below are also forbidden to be used for architecture with five floors or above.
10.Bring development of energy-saving architecture and architecture with new wall materials into the urban overall planning to assure certain increasing proportion of the new wall materials year by year.
11.Selling price in accordance with floorage of the house should be preferentially implemented.
12.Certain expenditure will be charged from the solid clay bricks to collect fund for technology modification of new wall materials, as well as research and development of applied technique of architecture.
13.Certain capital should be transferred from the technology modification fund for technology modification of the wall material.
14.Heating district should on time reach the “Energy-saving Standard for Civil Architecture” which is ratified by the state; while non-heating district should make plans to apply the new wall materials in combination with improvement of heating environment of the architecture and try to carry out the plan so that the new wall materials, heat preservation and heat insulation materials can be promoted, so do the energy-saving architecture.
15.As for energy-saving architecture and architecture with new wall materials in the metropolis or medium size city, expenditure of urban facilities and accessories can be properly reduced or avoided in line with current state of the cities.
